About HWWA
Founded in 1961, the Hawaiʻi Water Works Association (HWWA) brings together professionals dedicated to water utility management, operations, and development across Hawaiʻi. The association provides opportunities to connect with industry leaders, exchange knowledge, discuss emerging challenges, and support advancements in water management statewide.
Membership is open to a broad range of professionals, including county water managers and staff, State Department of Health Safe Drinking Water Branch personnel, and others involved in water utility operations and development throughout the islands. With a membership fee of just $1 and no ongoing dues, HWWA offers an accessible way to stay connected and engaged in Hawaiʻi’s water community.
HWWA’s signature event is its Annual Conference, held each fall and hosted by one of Hawaiʻi’s four County Water Departments. The conference features technical sessions, industry discussions, and tours of water-related facilities, creating valuable opportunities for learning, collaboration, and professional connection.
As a registered 501(c)(3) nonprofit organization, HWWA remains committed to supporting, strengthening, and advancing Hawaiʻi’s water industry for generations to come.
William “Bill” Yoshito Thompson
"Father of the HWWA"
William “Bill” Yoshito Thompson is remembered as the “Father of HWWA” — a visionary leader whose dedication, innovation, and spirit of service helped shape Hawaiʻi’s modern water industry.
Born and raised in Hilo, Thompson served with distinction in the 442nd Regimental Combat Team during World War II before returning home to pursue a career in civil engineering and public service. As Manager-Chief Engineer for the County of Hawaiʻi, he championed advancements in water infrastructure and worked to strengthen reliable water systems for communities across the island.
In 1961, Thompson organized Hawaiʻi’s first statewide Water Officials Conference in Kona, bringing together water professionals from across the islands in a spirit of collaboration and shared purpose. That gathering became the foundation of the Hawaii Water Works Association and established a tradition of cooperation that continues today.
To honor his enduring legacy, HWWA annually presents the William “Bill” Yoshito Thompson Award to individuals who exemplify outstanding leadership, dedication to service, professional excellence, and a deep commitment to the people of Hawaiʻi.
